Job Description

The City of Watertown (population 35,000) seeks a qualified, skilled professional to join the City Manager’s office as the Management & Grants Specialist. This position is responsible for assisting the Assistant City Manager for Finance with the planning, administration and management of the annual operating and capital budget processes; Identifies and assesses grant funding opportunities; prepares grant proposals in consultation with staff; assists in developing city wide financial policies and procedures. The work is performed independently under the administrative direction of the Assistant City Manager for Finance.

Required Minimum Qualifications:

Bachelors’ Degree in Public/Business Administration; three to five years of experience, preferably in a municipal setting; or an equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Position requires a high level of organization, documentation, time-management and attention to detail. Knowledge and understanding of grant writing, grant funding practices, management analysis, budget development and project management are essential. Strong and persuasive verbal and written communication skills. Practical understanding of management analysis and document development.

Excellent interpersonal skills, computer skills, organizational and planning skills. Familiarity with MUNIS, the City’s HR/payroll/accounting system is preferred but not required.

Hours: This position is 37.5 hours per week and the operating hours are Monday, Wednesday and Thursday (8:30 to 5:00pm) Tuesday (8:30 to 7:00pm) and Friday (8:30 to 12:30pm). This position would be eligible for a flexible work schedule and one day of remote work per week depending on department needs.

Expected Starting Hiring Range and Benefits: The step-based hiring range starts at $76,095 to $85,695. Hiring above step 1 would be dependent on education and experience.
