Management Analyst II (IT Contracts and Budget Analyst)
The East Bay Municipal Utility District’s (EBMUD’s) Information Systems Department (ISD) is seeking a Management Analyst II who is a professional, highly organized, resourceful, and motivated team player with experience in financial analysis, information systems, contracts analysis and coordination, and operational and administrative issue investigation and analysis, all involving exercising independent judgment and working with general guidance and direction.
Typical responsibilities of the Management Analyst II position in the following areas will include:
- Coordinating, developing, executing, and monitoring contracts for services, software applications, materials, and equipment for systems, databases, and related applications for District operations.
- Partnering with in-house legal, risk management, purchasing, contract equity, IT security and other staff as needed regarding the language and interpretation of specification and contract documents; serving as a liaison between the District and current/potential vendors to support the contract revision process.
- Creating, revising, and maintaining policies, procedures, and standards related to IT purchasing, contracts, and budgets.
- Providing training and support to District stakeholders with contracts related to IT services, software, materials, and supplies.
- Planning, organizing, and preparing departmental budgets; reviewing budget requests for appropriateness, accuracy, and cost justifications.
- Creating and analyzing budget and expenditure data to support financial analysis, planning, and forecasting.
- Discussing budget findings and recommendations with managers, supervisors, and other personnel; presenting recommendations; preparing reports on the basis of analyses.
The ideal candidate for the Management Analyst II position in ISD will have the following:
- Proven ability to work independently, prioritize and meet deadlines.
- Demonstrated experience developing and monitoring contracts for software applications, licenses, services, materials, and equipment for use by EBMUD staff.
- Extensive experience analyzing and coordinating contract terms, requirements, schedules, and costs.
- Experience analyzing complex contract issues and problems, then make sound recommendations.
- Knowledge of proposal and specification writing and the formal bidding process.
- Proven experience with the budget lifecycle, including but not limited to budget preparation, planning, analysis, forecasting, and tracking.
- Experience preparing clear and concise written materials including proposals, specifications, correspondence, and reports.
- General knowledge of purchasing principles, practices, and procedures, particularly as applied to the public sector.
Flexible/hybrid work from home schedule may be available for some positions in this job classification.
The salary range is $10,937 per month increasing to $11,484, $12,058, and $12,661 after 6, 18, and 30 months, respectively.

Requirements:
- A bachelor’s degree with major work in business or public administration or directly related field such as finance or accounting.
- Two years of professional experience primarily in administrative, management, budgetary, or systems analyses. Experience with contracts analysis and coordination is desirable.
- A master's degree in business or public administration or a closely related field may be substituted for one year of experience.
- Must possess the physical requirements to perform the important and critical duties of the job, including utilizing computers and maintaining a physical condition necessary for sitting for prolonged periods of time.
- Must be willing to work overtime as needed.
