OVERVIEW:
The Senior Accountant at Valley Water oversees the operation of the Accounts Payable Section within the Accounting Department to ensure that disbursements are made timely, accurately and within Valley Water guidelines and policies.
Key Responsibilities include, but are not limited to:
- Provides direction to and manages the work of 7 accounting staff to ensure the timely and accurate processing of vendor invoices and other disbursements.
- Ensures the timely processing of the weekly vendor checks and ACH payments by Thursday of each week.
- Monitors and participates in the correction of account coding distribution to ensure accurate financial information.
- Oversees the scanning and uploading of Accounts Payable backup documentation into the Infor financial system.
- Coordinates the compliance review and processing of check requests and manual checks.
- Oversees the processing of transaction interfaces to the Infor Accounts Payable module for water conservation rebates, temp agency billings, optical character recognition invoices, employee and retiree reimbursements and Valley Water-issues credit cards.
- Tracks and reports to the Procurement Department all payment requests received that do not have corresponding purchase orders or contracts.
- Participates in the monthly and year-end financial close.
- Participates in Valley Water's annual audit.
- Ensures the timely and accurate generation and filing of reports as required by law, such as the IRS 1099 and the California Employment, Development Department Independent Contractor Reporting.
- Responds to Accounts Payable related inquiries from vendors, employees, and outside agencies.

Ideal Experience:
- Five (5) years of professional accounting experience, preferably in a public agency including experience with financial statement generation
- Experience in using automated financial systems such as PeopleSoft, SAP, or Infor.
- Experience working with vendors and resolving accounts payable billing inquiries.
Ideal Skills and Abilities:
- Plan, organize, assign, review, and evaluate the work of staff, train staff in work procedures.
- Prepare a variety of clear and concise financial summaries and accounting reports.
- Identify and correct accounting errors.
- Independently perform the most difficult professional accounting and auditing functions.
- Interpret, explain, and enforce accounting policies and procedures.
- Read, prepare, and interpret financial documents and reports.
- Oversee the conduct of various auditing functions.
- Ensure compliance with applicable financial reporting and governmental accounting regulations.
Ideal Knowledge:
- Principle, practices, methods and techniques of governmental accounting and financial management and reporting.
- Theories and practices of accounting, accounts payable processing, auditing, and reporting.
- Operations and applications of accounting and financial recordkeeping systems.
Ideal Training and Education:
Equivalent to a bachelor's degree from an accredited college or university with major course work in accounting or a related field. Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.
Required License or Certificate:

General Accounting Unit (Position Code 319)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
