Job Description

The Northern Virginia Transportation Commission (NVTC) is seeking a resourceful, detail-oriented professional to perform a variety of governmental accounting functions, with a focus on journal entry preparation and posting to the general ledger, maintaining and reconciling key general ledger accounts, account analysis, and monthly financial statement preparation. Other accounting functions include assisting with the preparation of the annual audited financial statements and providing backup and redundancy to the accounts payable and grants compliance activities. The ideal candidate will have experience with governmental fund accounting, creation and posting of journal entries, maintaining a general ledger, and knowledge of Generally Accepted Accounting Principles (GAAP), including Governmental Accounting Standards Board (GASB) standards. This position offers opportunities for advancement and expanded responsibilities based on performance.

POSITION DESCRIPTION

The Senior Accountant reports to the Director of Finance and Administration. The position is responsible for performing a variety of accounting functions, with a focus on maintaining the general ledger through creation and posting of journal entries, reconciliations, and analysis.

KEY FUNCTIONS INCLUDE:

  • Prepare journal entries for individual cash receipts, wire transfers and payroll activity.
  • Prepare monthly journal entries for investment earnings.
  • Prepare other monthly journal entries for accounts such as prepaid and accrued expenses.
  • Prepare quarterly journal entries for the transit special revenue fund allocations.
  • Maintain supporting schedules and reconciliations for key general ledger accounts.
  • Prepare monthly financial statement of receipts and disbursements activity and statement of general and administrative actual to budget variances.
  • Assist with preparation of schedules and reconciliations for the annual audit.
  • Assist with the preparation of year end GASB entries.
  • Assist with the preparation of year-end audited financial statements, including government-wide financial statements, fund financial statements, footnotes, MD&A, and supplementary schedules.
  • Serve as backup and redundancy for grant reimbursement and accounts payable functions.
  • Assistance with various other accounting and financial functions as needed.

Requirements

Required:

  • A bachelor’s degree in accounting, or finance or business administration with a concentration in accounting.
  • Minimum of three years of relevant experience; governmental fund accounting preferred.
  • Strong proficiency in Microsoft Excel and other Office 365 applications.
  • Strong analytical, problem-solving, and decision-making skills.
  • Professionalism and skills in communicating effectively with individuals at all levels of NVTC, member jurisdiction staff and external stakeholders.

Preferred:

  • CPA certification, CPA candidate, or master’s degree in accounting strongly preferred.
  • Familiarity with Northern Virginia transit agencies, public-sector governance, and funding.

Salary range for the position: $104,817 to $126,630

Additional Information

NVTC’s office is in the Court House area of Arlington, Virginia. Work hours are generally 8 a.m. to 5 p.m., Monday through Friday. NVTC offers a telework policy (pending eligibility) and presently requires a minimum of two in-office days per week. Additional work hours may include attending evening and weekend meetings or events. Some local and regional travel may be required.

About the Northern Virginia Transportation Commission (NVTC)

NVTC serves as a regional forum for discussion and analysis of transit issues that are critical to our economy and quality of life. Founded in 1964, in part to represent the interests of the Commonwealth during the establishment of the Washington Metropolitan Area Transit Agency (WMATA), NVTC is charged with the funding and stewardship of WMATA and the Virginia Railway Express (VRE), which it co-owns. NVTC is also the lead agency in the administration of the Commuter Choice program, a multi-decade effort that leverages toll revenues from Northern Virginia express lanes to support transit and multi-modal investments. NVTC is actively engaged in state and regional discussions on identifying and securing dedicated transit funding.

In fiscal year 2024, NVTC received over $445 million in revenue, including state assistance as grantee or agent on behalf of its member jurisdiction for Washington Metropolitan Area Transit Authority (WMATA) requirements and those of the local bus systems, a regional gas tax for use by its member jurisdictions for WMATA commitments, and state funding for the Virginia Railway Express (VRE). NVTC also receives toll related revenue for the Commuter Choice program and provides funding to eligible recipients.

NVTC presently maintains a general fund which recognizes the general and administrative and project activities of the commission, a special revenue fund for the receipt and allocation of state assistance and motor fuels tax, a special revenue fund for the I-66 Commuter Choice program, a special revenue fund for the I-395/95 Commuter Choice program, a trust fund for jurisdiction transit activities, and a trust fund for NVTC’s retirement plan. NVTC uses Black Mountain Software for its general ledger and accounts payable functions.
