Job Description

The Supervising Accountant under general direction, performs complex supervisory and professional work in a variety of areas of accounting, including payroll and accounts payable; oversee the City's payroll system, including the analysis and implementation of payroll regulations and laws, and the processing of City-wide payroll and preparation and maintenance of general ledger records; and assistance with the preparation of financial reports.

KNOWLEDGE OF:

  • Generally accepted accounting principles and standard procedures; principles and procedures of governmental accounting and financial reporting; principles and procedures of government budgeting; principles and practices of auditing.
  • Automated financial systems; payroll-related laws and regulations; methods and practices of payroll processing, accounts payable processing, fixed asset processing and grant accounting.
  • Financial mathematics and statistics.
  • Modern office practices and procedures.
  • Principles and practices of supervision.
  • Financial statement preparation in accordance with generally accepted accounting procedures.

ABILITY TO:

  • Under general direction, performs complex supervisory and professional work in a variety of areas of accounting, including payroll and accounts payable; oversee the City's payroll system, including the analysis and implementation of payroll regulations and laws, and the processing of City wide payroll and preparation and maintenance of general ledger records; and assistance with the preparation of financial reports.
  • Prepares payroll journal entries; prepare quarterly, annual and W-2 tax reporting statements; research and resolve discrepancies or problems with a variety of vendors, employees, and governmental agencies, implement provisions and associated changes in employee bargaining agreements on the payroll system; work with Human Resources to carry out various confidential personnel transactions such as salaries, benefits, promotions, special pays, reclassifications, demotions, suspensions, terminations and other related matters.
  • Perform technical accounting procedures; compile, interpret, and analyze financial data.
  • Supervise the work of others.
  • Communicate clearly, orally and in writing.
  • Operate a computer for various financial applications.
  • Establish and maintain cooperative and effective relationships with those contacted during the course of work.

EDUCATION:

  • Bachelor's Degree in Accounting or related field.

EXPERIENCE:

  • Three years of increasingly responsible public accounting experience in a professional capacity which has included responsibilities in more than one of the responsibility areas outlined above. Additional professional-level experience as outlined above may be substituted for college education on a year-for-year basis to a maximum of two years.
