Job Description

The Treasurer performs intermediate administrative work supervising the operations of the Town's Collections Office within the Department of Finance. They are responsible for the billing, collection, and accounting of all monies, notes, bonds, and other financial obligations due. Additional responsibilities include payroll administration, account reconciliation, administrative tasks, and related work as apparent or assigned. The work is performed under the limited supervision of the Director of Finance, and the Treasurer supervises all personnel within the division.

REQUIRED ESSENTIAL FUNCTIONS:

  • Supervises assigned employees; assigns and reviews work; addresses problems and complaints; instructs and trains employees; evaluates performance; assists in employee selection; recommends rewards and discipline.
  • Supervises financial operations of the collections office, including billing, collection, and accounting functions; plans, monitors, and participates in task completion; assists employees with issues; reviews work for accuracy; ensures adherence to departmental policies and practices.
  • Receives citizen complaints regarding billing and collection issues; investigates claims; recommends adjustments when appropriate.
  • Enters records for payroll and corresponding changes to employee records; processes employee payroll deductions; prepares and forwards deductions to state retirement, health insurance, state and federal taxes, and other vendors; maintains records.
  • Receives cash, check, and other negotiable instruments for payment of bills, taxes, fees, and invoices; posts to accounts; verifies and balances accounts.
  • Monitors delinquent accounts; places liens, DMV stops on citizen records for delinquent taxes and utility account payments.
  • Reconciles checking accounts and cash collections.
  • Provides administrative assistance to Town management.
  • Processes property tax billing; mails to customers.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • General knowledge of ERP systems, including water billing, payroll administration, and tax system software.
  • Thorough knowledge of payroll administration.
  • General knowledge of standard office procedures, practices, and equipment.
  • Ability to understand and follow oral and written directions.
  • Ability to establish and follow detailed work procedures.
  • Ability to post accounts and perform mathematical computations with speed and accuracy.
  • Skill in using standard office and billing equipment, including personal computers and related software.
  • Ability to prepare detailed and accurate financial reports. Ability to establish and maintain effective working relationships with associates and the general public.

EDUCATION & EXPERIENCE:

High school diploma or GED and moderate experience in accounting, financial administration, office administration, or equivalent combination of education and experience.

SPECIAL REQUIREMENTS:

  • Commission as a Notary Public required within six months of hire.
  • Certification as a Master Government Treasurer required within two years of hire.

The anticipated hiring range for this FLSA exempt position is $66,817 - $86,862 and offer is commensurate with experience and/or special qualifications.
