Job Description

This position entails responsible supervisory work within the Finance Department's utility billing and customer service division. Responsibilities include overseeing Utility Billing Supervisor and Utility Billing Specialists while performing tasks related to improvement fees, business tax receipts, billing and reconciliations. Other processes include collections, generating daily, weekly and monthly reports, and maintaining operational procedures. The employee must exercise discretion and independent judgment.

Work is performed under the direction of the Assistant Finance Director and is reviewed through observation, conferences, reports, and results.

MINIMUM QUALIFICATIONS:

Knowledge, Skills, and Abilities

  • Knowledge of bookkeeping or financial recordkeeping principles, practices, and methods; cross-reference filing systems.
  • Ability to learn and execute City's utility accounting and billing procedures.
  • Knowledge of the City's geographical area.
  • Proficient in computer applications, including Microsoft Office.
  • Ability to establish and maintain effective working relationships with employees and the public; exercise good judgment and tact when addressing the public.
  • Ability to communicate effectively orally and in writing.
  • Ability to accurately record and maintain records, compose reports using Excel (including pivot tables, nested formulas, and dashboard creation).
  • Ability to operate general office equipment.

Training, Certification, and Experience:

  • Bachelor's degree in business administration.
  • Three (3) years in a customer service field supplemented by supervisory experience; experience in applying accounting or bookkeeping procedures.
  • Or an equivalent combination of training, education, and experience that provides the required knowledge, skills, and abilities.

Special Requirements:

  • Valid Florida driver's license.
  • The City of Temple Terrace is a drug-free workplace.
  • A pre-employment drug screen, criminal history background investigation, and a driver’s license verification may be conducted.
