We’re excited to kick off GFOA's 7th Annual MiniMuni Conference, October 21, with Congressman Rudy Yakym, who represents Indiana’s Second Congressional District and serves on the influential House Ways and Means Committee, where he served a key role crafting the tax provisions of the One Big Beautiful Bill Act (H.R. 1). Congressman Yakym is Co-Chair of the House Municipal Finance Caucus and will share his insights on the importance of municipal bonds and advocacy to preserve their tax-exempt status.

Tax Arbitrage
This panel will cover Arbitrage Rules that apply to tax-exempt bonds. These rules limit the ability of an issuer to earn a profit by investing unspent proceeds of tax-exempt bonds at a yield higher than the yield earned by the bondholders. The calculation addresses two key questions: Can an issuer earn an investment yield that is materially higher than the bond yield? And if an issuer can earn it, can the issuer keep it, or must the issuer pay a 100% tax on it to the federal government (referred to as “rebate”)? Current events and rate environments have led to strategic decisions for issuers lately – this panel will address all pressing issues.

Technology (Disclosure including the Role of AI and Cybersecurity)
Two exciting components to this session addressing technology touch points in the municipal marketplace. First, representatives from the Municipal Securities Rulemaking Board (MSRB) will discuss new advancements, such as EMMA 2.0, that serves to make the user experience seamless for all stakeholders. Additionally, there will be updates about the MSRB’s rate card. Second, as cyber threats mount and the use of artificial intelligence (AI) grows across the public finance industry, our panel of industry participants will discuss how both AI and cybersecurity have impacted the industry and what changes or best practices are potentially needed to enhance and control the use of AI and to guard against the risks of cybersecurity. Municipal disclosure of cyber security matters and how AI impacts municipal disclosure will likely be part of both components.
